FURI report: infringements within EU-funded projects
We concluded a special project in April 2025, in which we produced a report with the support of the European Union, in the framework of the EU-funded project - FURI - EU Funds for Fundamental Rights.
This report examines the violation of fundamental rights in EU-funded projects in Hungary, focusing on marginalised groups such as Roma, people with disabilities and people from migrant backgrounds. Although EU funds are legally obliged to respect the Charter of Fundamental Rights and other human rights instruments, such as the UN Convention on the Rights of Persons with Disabilities, NGOs have identified several cases of discrimination, segregation and institutionalisation.
The report aims to analyse these violations within EU-funded projects, particularly in the fields of education, housing and social services. It collects and evaluates documented cases from the 2014-2020 funding period and, where relevant, examines developments in the 2021-2027 cycle. The findings will contribute to raising awareness of fundamental rights obligations in EU funding and to strengthening monitoring mechanisms.
It also supports capacity building efforts by providing information for legal and policy advocacy, including recommendations on policy changes, litigation and complaints to national and EU authorities.
