 The aim of the workshop is to develop the framework and content of the tender for the distribution of 7000 laptops for Ukrainian refugees in Hungary, donated by HP, together with the organizations that are potential applicants or intermediaries in the tender.

 

The workshop will be attended by representatives of organisations who:

  • work to provide care and assistance to refugees from Ukraine, and to promote the social integration of those settled in Hungary
  • are happy to participate in the distribution of laptops, brokering the distribution
  • can help beneficiaries to use their laptops for their intended purpose and for their intended use
  • support the educational integration of refugee children.

 

Background: 

HP is donating 7000 laptops to Ukrainian children fleeing to Hungary and the organisations and educational institutions supporting them. The Business Coalition for Education (US) charity and the International Step by Step Association, of which Partners Hungary Foundation is a member, have also played a prominent role in facilitating the donation.  

The donation will be distributed in Hungary by the Partners Hungary Foundation. The basic software will be provided by Microsoft, the installation of the software is our responsibility. Based on the preliminary agreement - which Microsoft needed because of the software license - we will donate 4000 laptops to schools and refugee organisations, formal and informal groups, 2000 to children/families and 1000 directly to teachers.   

Partners Hungary intends to distribute the laptops through a competitive tender process, based on the following criteria:

  • speed: laptops should be delivered to beneficiaries as soon as possible, so that they can quickly become useful tools for effective learning, leisure and information once the school year starts. 
  • Reliability: we want to ensure that laptops are available to children, families, teachers and institutions in need, and that we can filter out misuse as much as possible.
  • cooperation: we believe it is very important for volunteers, professionals and organisations working to support refugees to work together, because we believe that by sharing information, complementing each other's competences, thinking and acting together, and showing solidarity, we can only reflect on the ever-changing needs. 
  • Sustainability: we want to ensure that the assets are at the service of the beneficiaries over the long term, using the assets to their full capacity and, where possible, benefiting the whole community of educators and learners, especially in the case of educational institutions. 
  • Traceability, impact measurement: we want to assess the impact of access to a laptop on the lives of beneficiaries; this will be monitored using the Most Significant Change methodology
  • Transparency: we want to distribute laptops in a transparent way, while respecting the rules on the processing of personal data. On our website, we will be able to keep track of the names of the winners, the number of laptops still available and information on the applications. 

 

Our preliminary ideas for the tender:

  • We offer continuous tendering while stocks last. 

We want to develop a tendering system that takes these aspects into account. 

There will be three categories: 

  1. institutions/organisations, informal groups
  2. educators
  3. individuals (parents who request a laptop for their children)

We would also like to give the opportunity to the applicant organisations to undertake additional distribution for the children or teachers they work with - who are beneficiaries - and to encourage them to provide additional services and capacity building for the use of the tools. 

Participation in the workshop is subject to registration. To ensure efficient small group work, we can accommodate a maximum of 20 participants. If the number of participants exceeds 20, an additional workshop will be held. We ask that one person per organisation applies, so that we can include the views and suggestions of as many organisations as possible.

  • willingly participate in the distribution of laptops, the mediation of distribution
  • can assist beneficiaries in the expedient and proper use of laptops
  • support the educational integration of refugee children.

  • cooperation: we consider the cooperation of volunteers, professionals and organizations working in support of refugees to be very important, because we believe that by sharing information, complementing each other's competences, thinking and acting together, and by taking solidarity, we can only reflect on the constantly changing needs. 
  • sustainability: we want to ensure that the instruments are at the service of the beneficiaries in the longer term and by using the capacity of the instruments and, where possible, benefit the entire educational and learning population, especially in the case of educational institutions.
  • traceability, impact measurement: we would like to assess the impact on the lives of beneficiaries ofaccess to l aptop;
